On 28 October 2026, HM Treasury published a letter from the Chancellor of the Exchequer, John Healey MP to the Bank of England Governor, Andrew Bailey. The letter sets out the remit, recommendations and priorities for the Financial Policy Committee (FPC) for 2026/27.

Among other things, the letter welcomes the FPC’s conclusions to date of its review of bank capital requirements, including its proposed reforms to the leverage framework and to the usability and releasability of capital buffers. The Chancellor looks forward to the FPC delivering these reforms as quickly as possible, and he expects the next stage of the review to deliver further proposals, in particular to address overlaps identified in capital requirements related to domestic exposures.
