As of my fourth cup of coffee this morning, Fifty state health departments still report 21,452 Cyclospora cases in 2026. The federal outbreak count stands at 1,947. Between those two numbers sits a question nobody in Atlanta or College Park has answered in public: what accounts for the increase?
Start with how far outside normal this year is. CDC’s own weekly surveillance tables, charted year over year, put the four preceding years at 2,707 cumulative cases for 2022, 4,200 for 2023, 3,719 for 2024 and 3,955 for 2025 — each of those a complete year, running through report week 53. Through report week 29 of 2026, the figure was 11,879. That is roughly three times the highest of the last four full years, with a month of the season still to run.
Now ask when it started, which is a harder question than it looks. As of June 16, CDC’s surveillance pagecarried 145 domestically acquired cases in 17 states. That was the last federal number that looked like an ordinary summer. Four weeks later, CDC’s health advisory reported 1,645 domestic cases in 34 states as of July 13, against 249 nationally at the same point in 2025. In between, on July 1, Michigan announced that more than 170 cases had arrived in nine days in a state that normally identifies about fifty in a year.
Those are reporting dates, not illness dates. CDC assumes about a six-week lag between the day a person gets sick and the day the case reaches Atlanta. Run that backward and the illnesses driving the June reporting surge began in the back half of May. This outbreak was well underway before any agency said a word about it, and it was underway before anyone had a product to name.
Which brings me to the Taylor Farms recall, and to the thing I keep waiting for someone else to say out loud.
Taylor Farms de Mexico’s recall, announced July 17, covers foodservice product distributed between June 29 and July 16, and Marketside bags at Walmart with best-if-used-by dates from July 18 through August 3. That is a seventeen-day shipping window. FDA’s outbreak page lists the states that product reached, and I have used that list on my own maps. It is a real list. It is also a very short window laid over an outbreak that had been making people sick for two months.
The recalled product cannot account for the earlier illnesses, and it fails to account for them in two different ways that are worth keeping separate.
For the earliest cases, the recalled lots did not yet exist in commerce. Someone whose illness began in mid-May was exposed in late April or early May. Symptoms typically begin about a week after exposure, and the parasite itself needs days to weeks in the environment before it can infect anyone at all. Nothing on the recall list had shipped. Whatever that person ate, it was not a lot anyone has since asked a restaurant to pull off a shelf. Was it other Taylor Farms de Mexico products or something else? It would be helpful to have that answer.
For everything that moved between then and June 29, the problem is the opposite. That product existed, and it is gone. Shredded iceberg lettuce carries roughly two weeks of shelf life. Whatever left central Mexico in May, and the first three weeks of June had been eaten, thrown out, or composted long before July 17, when the recall was written. There was no pallet left in a warehouse to hold, no bag left in a walk-in to swab, no lot code left on anybody’s plate. It appears on no list — not because it was clean, but because a recall can only ever reach forward from the day somebody notices. The people who get sick first eat the evidence. Same question, was it other Taylor Farms de Mexico products or something else? Again, it would be helpful to have that answer.
Taylor Farms de Mexico did not begin shipping iceberg lettuce out of central Mexico on June 29. It has been growing and processing there for years. In 2013, FDA’s environmental assessment of a Cyclospora outbreak that sickened hundreds walked the same company’s operations in Guanajuato. Guanajuato alone grows roughly 28 percent of Mexico’s lettuce. The company’s own statements concede the continuity: it says it has suspended iceberg sourcing and production in central Mexico since July 18, which is a sentence about what was happening before July 18.
There is one more piece of the record that deserves a closer look than it has gotten. On July 16, FDA described this outbreak as 1,644 people in five states, with illnesses beginning on dates ranging from May 13 to July 13. On July 24, FDA described it as 1,947 people in nine states, with illnesses beginning on dates ranging from June 22 to July 20. The case count rose by 303 and four states were added. The start date moved forward by almost six weeks, landing seven days before the first recalled pallet shipped.
There may be a perfectly ordinary explanation. Four states joined the outbreak in that same update, and CDC may have tightened the case definition or reassigned the earlier illnesses to one of its other clusters. Neither agency has said. But as the public record stands this morning, every person whose illness began between May 13 and June 21 has quietly left the outbreak, and the outbreak now begins one week before the product it is named for entered the distribution window.
None of which tells us what made the other people sick. Nineteen thousand five hundred counted cases sit outside the federal outbreak count. FDA is running six Cyclospora investigations this season and only one of them is the lettuce; the largest of the others has 93 cases and no product named at all. North Carolina, with 718 cases, points at parsley and cilantro and says plainly that many of its patients ate neither, which suggests more than one source. Alabama counted 28 cases and told the public that eight of them came from two outbreaks at Mexican-style restaurants that were not Taco Bell. CDC’s own investigation page notes that not all Taco Bell locations were served by the same lettuce supplier.
Some of the increase is better looking. Molecular stool panels that can find this parasite have spread through clinical labs since 2014, and an outbreak in the news drives testing that would not otherwise happen. That is a real effect, and it belongs in any honest answer. It explains a trend line. It does not explain a state that identifies about fifty cases in a normal year identifying 10,773 in three months.
What would actually answer the question is not mysterious. Lot-level traceability records would show which product went where and when, including the product that moved in May. That is exactly what the Food Traceability Rule was written to produce, its compliance date was January 20, 2026, and Congress pushed enforcement to July 2028 four months before the first person in this outbreak got sick. Water sampling in the growing region would show whether the contamination route is what everyone privately suspects; when Taylor Farms de Mexico resumed production in 2013 it committed to a sampling program covering product and water, and thirteen years later nobody has published a result. Genotyping would show whether the illnesses in May and the illnesses in July are one outbreak or two, and CDC has had that tool since 2018.
Until somebody does that work, the honest answer to what accounts for the increase is that we do not know, and that the seventeen days of lettuce Taylor Farms recalled cannot be the whole of it.
