We are delighted to announce that David McGrath, Majority Staff of the House Financial Services Committee and one of the architects of the CFPB Reform Act of 2026 Discussion Draft will be our featured guest for Ballard Spahr’s webinar on Monday, August 24, 2026, from 12:00 p.m. to 1:30 p.m. ET. This program will not be recorded or repurposed as a podcast show. Your only opportunity to view or hear it will be on the live webinar.

The House Financial Services Committee recently released the discussion draft of the CFPB Reform Act of 2026, a sweeping legislative proposal that would fundamentally reshape the Consumer Financial Protection Bureau. If a substantially similar final bill is enacted, it would represent the most significant overhaul of the CFPB since Congress created the Bureau through the Dodd-Frank Act more than fifteen years ago. Because the Committee is accepting public comments through August 21, this webinar comes at a particularly important time.

David, who helped prepare the discussion draft, will provide a behind-the-scenes look at the Committee’s objectives, the policy considerations underlying the legislation, and the proposal’s principal reforms. While the discussion draft is just that, and by no means a final bill, this is a rare opportunity to hear directly from someone who is playing a key role in crafting legislation that could dramatically reshape the federal consumer financial regulatory landscape.

Alan will moderate the program and will be joined by Ballard Spahr colleagues Joseph Schuster, Ron Vaske, and John Culhane, who will analyze the proposal’s practical implications for banks, credit unions, FinTech companies, nonbank financial services providers, and other participants in the consumer financial services industry.

Among the topics we will discuss are:

  • Reforming the CFPB’s governance structure and funding mechanism
  • Clarifying and limiting the Bureau’s UDAAP authority and enforcement powers
  • Promoting innovation and expanding opportunities for responsible small-dollar lending
  • Reshaping the CFPB’s supervisory authority over banks, credit unions, and nonbank financial services providers
  • Reducing the Bureau’s reliance on “regulation by enforcement”
  • The legislative outlook and practical considerations for regulated entities

This webinar will provide attendees with a unique opportunity to hear directly from one of the individuals who helped prepare this landmark discussion draft while also benefiting from the analysis of Ballard Spahr’s nationally recognized Consumer Financial Services Group.

We look forward to having you join us on August 24 for what promises to be one of the most important consumer financial services webinars of the year.
