PSD3 and PSR – Council of EU adopts texts at first reading

On 29 October 2026, the Council of the EU published statements on both the proposed Directive on payment services and electronic money services in the internal market (PSD3) and the proposed Regulation on payment services in the internal market (PSR) confirming that it had adopted at first reading the texts of the proposed PSD3 and PSR that it published on 23 October 2026. The next step will be for the European Parliament to adopt these texts in plenary.
