Problems with the FCC’s LMS filing system have once again extended an FCC deadline – this one the deadline for filing applications for new FM translators in the Reserved Band (between 88.1 and 91.9 MHz).  These new applications can only be filed by operators of existing noncommercial stations.  The filing window, already extended from its deadline of August 25 to November 17, has now been extended once again – this time to November 23 at 6 PM EST (see our articles here, here, here, and here for more on this filing window).  The FCC Media Bureau Public Notice announcing this further extension makes clear that no other extensions are planned, and that the new deadline will be strictly enforced.  Any application submitted after 6 PM on November 23 will be dismissed without consideration.

Associated with this filing window is a freeze on all minor change applications for LPFM, FM translator, and FM booster stations so that there is a stable technical database from which applicants can prepare their applications for filing in the window.  This freeze applies to all LPFM, FM translator and FM booster stations – not just those in the Reserved Band as even those facilities outside the Reserved Band can have a technical impact on the new applications.  The freeze will now remain in effect until the close of the filing window on November 23.

From discussions with consulting engineers engaged to prepare these applications, we understand that there is already a heavy volume of applications filed in this window.  This extension provides a little respite to those who have been procrastinators or to those who have had technical difficulties with the FCC’s systems – but not much.  So, complete those applications now.
